Report on a Meeting of Bainton & Ashton Parish Council
Held in The Reading Room on Wednesday 4th September 2012 at 7.30 pm.
Council Members attending were: Graham Fletcher (Chairman) Richard Harris (Vice Chairman) Judith Morrice and Nicola Clough. Two members of the public were present. It was agreed to revise the budget for the current financial year and create a reserve fund for village improvements.
The Council Decided not to submit any comments regarding a planning application for a porch at Park Lodge.
I was Noted that an appeal, by the owner of Vine Farm, had been made to the Secretary of State, against a Peterborough City Council decision, so that the sub-division of property at Vine Farm could take place.
The Council Agreed to ask the City Council to provide ‘No Dog Fouling’ signs for placing at strategic points in the parish.
It is hoped to resolve the issue of care and maintenance of verges in the Parish by surveying all roads and pavements to produce an up to date map. This is so that it is possible to pinpoint the areas not currently included in the City Council’s plan of work. Investigations continue into reviving the Best Kept Village Competition. The Council Noted that the Speed Watch equipment was used three times in Bainton during the last week of August. Thirty three vehicles were caught travelling at speeds at which they would be prosecuted if detected by the police, with several instances of speeds of 49mph recorded.
A report on the Allotments by Rob McNeish was read out by the Chairman. ‘All allotments are tenanted at the moment and the general impression is good.’ The full report is available from the Clerk.
It has been established that the Washdyke is included in the Council’s insurance policy and it was Agreed to carry out a risk assessment to ensure that the site was made safe to the public.

Report on UPC Meeting on September 11th 2012
The meeting was attended by Coun D Over, one resident and a police support officer.
1. A third speed sign to be sited at the lower end of the village is being considered, provided a contribution to the cost is forthcoming from the Neighbourhood Council and a suitable position can be agreed.
2. 12/01118/HHFUL, the retrospective planning application for a tree house at Compass Barns, has been referred by the planning officers to the Planning Committee.
3. Parish Councils have been invited to send in 3 suggestions for improvements to the footpath network in their parishes. This would be no more than a wish list with no guarantee that it would be followed up. It was agreed that this would be better if it was agreed at Ward level and proposals will be made to the Local Access Forum. All suggestions to Frieda please.
4. This is a reminder to register your interest in faster broadband for Ufford. Keith and representatives of other parish councils have been meeting to discuss strategies, but at the last count only 14 Ufford families had registered an interest. Contact Keith for details.
5. Ufford Village Hall has invested £390 in a Social Fund. This was the balance remaining after the Jubilee events. Thanks to all who participated. The next meeting is on Tues, Oct 9th at 7.30pm. All welcome.
Barnack Parish Council Mon 10 Sept
Mrs Woollard will contact Jim Daley, PCC regarding the conservation area around the rear of the houses in Paynes Field. Carol Aston from Cambridgeshire Constabulary will be invited to a further meeting to discuss the advantages of joining Neighbourhood Watch. Planning approval was received for the construction of two classrooms to rear, two new access doors, transfer of canopy, and cedar ship lap cladding to front of Barnack School. Applications received for comments were for the removal of hedgerow west of Uffington Road, Barnack. The Hedgerows Regulations 1997, the Natural Environment and Rural Communities (NERC) Act 2006 and Barnack Conservation Area and Village Appraisal were all taken into account when considering this. The more southerly of the two hedgerows should be retained. Although it is not the policy of Barnack Parish Council to agree to the removal of any hedgerows, it is felt that the more northerly hedgerow does not meet the Hedgerows Regulations 1997 criteria, and could be removed; for the installation of vehicular and pedestrian gates to main access road the School (there were no objections); and, to fell 4 trees at Gate House, Main Street (there were no objections).
An application for appeal has been received regarding the importation of inert material for recycling and infill to achieve a beneficial restoration to agricultural land at Thornhaugh Quarry, Thornhaugh. The payments and receipts were proposed to be approved. There will be a separate meeting to discuss the budget control.
Cllr Over requested all residents to register an interest for superfast broadband in the area. This can be done at www.connectingcambridgeshire.co.uk . Cllr Over said that medical provisions for rural areas are being reviewed. Parish Councils/Wards will be able to apply for funds for larger projects. The footpath between Pilsgate and Burghley would be considered for this. PCSO Moore reported that there had been 3 crimes reported in Barnack and Pilsgate in Aug, As a reminder items should not be visible in vehicles left in the car parks at the Hills and Holes. Everyone is encouraged to report any suspicious vehicles or people immediately to 101 for the police to act on.
There has been reported antisocial behaviour in the wooded area behind the Cricket Club. Dens have been built and it is very untidy. PCSO Moore has requested for the youths to tidy it up, and PCC are working towards clearing the area. At the Barnack Ward Group, a bid has been put in toward gates with post and rails for the entrance of the Village Pavilion. BPC will continue to retain the funds for the Group. Trees, hedgerows and bulbs were discussed. Quotes will be received and further discussions will be held at the next meeting. A bin has been suggested at Summerhouse corner. The noticeboard was not reinstalled at the new bus shelter recently and PCC will be contacted regarding this.
It was agreed that a donation will be offered to the Bowls Club as a goodwill gesture following the damaged caused on their grounds by the recent fireworks display at the Village Pavilion. The change of ownership of the Village Pavilion will be added to next month’s agenda. There is a concern that a new build in Barnack breaches the planning application, and will be looked at and addressed if necessary.
A letter has been received by a Pilsgate resident regarding the mowing of the grass in the plot on Pudding Bag Lane. PCC will be asked them to tidy it. Burghley Estates will also be asked to address their overgrown land on Millstone Lane. A discussion was had regarding the all weather area planned for youths between the Village Pavilion and Bowling Club land. This will be added to next month’s agenda. A resident requested an update regarding the conservation strip around Paynes Field. This is being addressed and will be discussed again The next meeting is on Mon 8 Oct at 7.30 in the Village Hall.
