Budget setting time
This is the time of year when Parish Councils look at their budgets for next year. There will be a draft budget setting meeting and projects, ideas and expenditure reviewed at the full council meeting on 7th November. The budget impacts the precept, or local tax, that residents will pay as part of their council tax bill next year. If you are interested, the public are always welcome to attend the meetings and raise a concern or issue with items on the agenda.
Local Plan Review Consultation
Peterborough City Council is reviewing their Local Plan – an important document that shapes the development of Peterborough and the surrounding villages in the next 15-20 years. All parishes (and residents) have been asked to send in a response to the consultation questionnaire, which asks about many aspects of development – biodiversity, growth, environment, employment, settlement boundaries and hierarchy, climate change, transport, parking, facilities and much more. Bainton and Ashton Parish Council has submitted their response and they will all be available to view on the City Council consultation website page. It is safe to say that a lot of the draft plan will be supported however a slower, controlled rate of growth will be requested.
Minutes and finances
The minutes of the latest meeting are available to see on the council website and on the notice boards and they include the latest finance position. Agendas are always displayed on boards and the website and the Councillors welcome residents to participate in decision making and attend the meetings or email the Clerk.

Local Plan Consultation
The Councillors are working hard to respond to Peterborough City Council’s Local Plan consultation which was advised of on 28 July. With a six-week window over the summer period, time is limited and the response will be based on the Neighbourhood Plan.
Village Maintenance
• The replacement Church gates, same style in oak, have now been installed.
• To improve footpath hygiene, the installation of dog poop bag dispensers has been approved and will be placed strategically around the villages.
• Request has been raised for additional dropped kerbs to be added around Barnack to improve accessibility.
• A request for the clearance of vegetation from a number of paths and roads has been raised with PCC and Aragon.
• Surface defects to the sports court have been reported and escalated to the supplier for rectification.
Planning
New or revised applications
No objections were made to thirteen applications for work to trees in the Conservation Area.
23/00053/ENFACC: Additional shepherd’s hut at The Vineyard, Uffington Road. Councillors continue to have concerns with relation to the suitability of the septic tank installation and the use of the caravans. All residents are asked to be vigilant and if any waste is seen to be flowing in ditches outside of the property, to notify the Clerk immediately so the authorities can be notified.
Barnack Parish Council decided to support Helpston Parish Council’s objection to Application 23/00118/OUT: 20 dwellings on Land to the south of West Street, Helpston. This development might result in extra competition for places at Barnack Primary School.
No objections were raised by the council in respect of the single storey extension at Paddock Gate, Millstone Lane 23/01031/HHFUL, change of building use class at The Dingle, Stamford Road 23/01080/PRIOR or the solar farm off Wittering Ford Road 23/00829/FUL.

Road Safety Working Group
The team are actively working with other villages in the ward and with PCC to improve road safety within and between the villages. The ambition is to see a reduction in speed limits across the ward, and consideration of other traffic calming measures. As well as implementation, the team are keen to understand how compliance will be managed. A meeting was held with the Executive Director at PCC in August, with a follow up meeting scheduled for October.
