Bainton & Ashton Parish Council Meeting held on 2 November 2010
All Councillors were present at the Parish Council meeting held on 2 November in Bainton Reading Room along with 7 members of the public. Jim Daley from Peterborough City Council told the meeting of the work currently being done on the Supplementary Planning Document for Bainton and supplied copies. He asked that we should study the document and get back to him for further consultations before the end of November and this was agreed. Nick Harding from Peterborough City Council Planning Department explained the role of the Planning Department and the responsibilities of the Parish Councils in assisting with planning decisions. John Wilcockson, the City Council officer responsible for Tree Protection also spoke to us and explained his role within the Planning Department and the requirements for Tree Preservation orders and also hedges.

 

We were pleased to welcome PC McCallum who was able to discuss several of our current problems, particularly our concerns about the numerous cars parked at the top of the Highfield Road. We had received a letter expressing worries about the operation of the Lolham Crossing but as it has now been pointed out that it is not in our Parish we decided to pass the relevant documents on to Helpston for their appraisal. Cllr Morrice reported on the implementation of a Neighbourhood Watch scheme and all roads are now covered. Cllr Fletcher has compiled a schedule of work for the grass cutting round the village and for maintenance in the Churchyard.

 

The Council discussed the budget for 2011/2012 and agreed that the precept requested should remain the same. Further discussions about expenditure will take place at the next meeting. The Standing Orders were discussed and agreed. There will also be discussions at the meeting in January on the current laws and procedures for Parish councils.
As there is an ever increasing amount of work undertaken by Parish Councils it was agreed that Bainton & Ashton Parish Council should meet monthly (apart from August) in order to facilitate the smooth running of the Parish and keep the number of items on the Agenda to a manageable level! Next meeting is on Tues 4 Jan .

 

Report for Barnack Parish Council
The meeting held on Monday 8 November 2010 in the Wilfrid Wood Hall was attended by Mrs J Woollard (Chairman), Mr E Barker, Mrs S Berrill, Mr H Brassey, Dr I Burrows, Mrs D Dolby, Mr D Roxburgh, Mrs R McCallum (Parish Clerk), Mr P Glassey, Mr J Daley and 2 members of the public. Internet banking has been discussed but is not viable. Trees are to be planted this year on Uffington Road and Stamford Road from Pilsgate Hill to Pilsgate A further letter to be sent to PCC requesting the pruning of the shrubs in Main Street. Cross Keys will be asked to ensure that the pathway beside the building site in Orchard Road is kept clear.

 

Peter Tebb surveyed traffic entering the C40 from the slip road behind the war memorial. He outlined the course of action to be taken but reported that there is no finance for the work at present. The Parish Council to request that it should be put in the next financial year’s programme. Highways will be informed that the culverts and rainwater gulleys on Jack Haws Lane still need digging out, that the T-junction at Uffington Road has recently been flooding and the kerb that has recently been lowered in Orchard Road appears that concrete has been used to fill in the gaps on the footpath. The Fix-It-Van will be asked to keep the leaves clear from the churchyard west gate, and on Main Street and the Kingsley Estate. The 2009/10 budget has now been approved by the auditors, and has been displayed on the noticeboards throughout the villages.

Peterborough City Council have sent an e-mail stating that the precept for Parish Councils will be reduced by 20% for the year 2012/13. Planning approval has been received for tree pruning at Billiwings and for the construction of a two-bed dwelling at land adjacent to Southcroft in Main Street, Barnack Approval was sought for tree pruning at Pilsgate House and for the alteration and extension of existing garage block to form annexed single storey accommodation and garden store at Shieling, Stamford Road, Barnack. There were no objections for either applications.

 

Approval of memorial stones were granted for Mr George Wood , Mr Charles Gibbs and Mr Frank Horn. Jim Daley visited to discuss any queries regarding the Supplementary Planning Document. The Village Sports Pavilion committee reported that work was now well under way and that the re-routing of the mains electricity cable, the demolition of the old pavilion and the construction of the concrete base plinth have all been completed. The walls are now under construction. From the Community Leadership meeting it was reported that the Wildlife Meeting on Friday 22 October had been a great success and enjoyed by all those present with some fruitful ideas coming from the audience for the 2011 programme of work. Standing orders for the group had been agreed. The clerk to Ufford and Bainton Parish Councils, had agreed to act as a co-ordinator for the speed watch boards.

 

PC McCallum reported that there have been two break-ins to the Airey House Site. From the Open Forum members of the public reported that there are speeding vehicles regularly travelling through Pilsgate, and lorries are using Pudding Bag Lane to turn in. PC McCallum will be asked to look in to this. It was suggested that the council should officially be called Barnack & Pilsgate Parish Council as its work covered both communities. The next meeting is on Monday 13 December 2010 at 7.30 pm in the Village Hall. All are welcome. A full copy of these minutes is on the village notice boards.

Ufford Parish Council Meeting Nov 9th
1. Jim Daley gave a presentation on the Consultation Draft of the New Supplementary Planning Document for Ufford, which will replace the Village Design Statement. The guidelines in our VDS have been combined with the policies in the Local Plan and the Conservation Area Appraisal to give a list of 12 criteria, upon which planning applications will be decided. An innovation is the detailed guidelines specifically for the buildings in the Conservation Area, outside the Conservation Area and in the 20th century developments. There are also guidelines for stone walls, windows and doors and aerials as well as for protection of existing rights of way and for enhancement of these. To sum up, this document is of interest to all village residents, particularly those considering extensions or new building work. The document is available for view by arrangement with parish councillors or via the Council`s website www.peterborough.gov.uk There will be a 4 week consultation period in January in accordance with PCC`s statement of community involvement, prior to its adoption by the Council.
2. Following another incident of a burnt out car on Ufford Drift we hope that the proposed gates will soon be in place, with access space at the side for cyclists, walkers and horse riders.
