Bainton And Ashton Parish Council
May 4th is the date for all the annual meetings of the Parish Council. It’s the Annual General Meeting, the Annual Parish Meeting and also the business meeting. There is an opportunity for everyone in the parish to give their opinions on any village issues, and also find out what the councillors have been up to all year and how they have spent your money. You will also find out what they intend to do in the next 12 months. So if you never come to any other Parish Council meeting -come to this one. Bainton Reading Room 7.30pm May 4th.

Ufford Parish Council April 13th
1. Call/Connect, the new minibus service which has replaced buses through Ufford, is proving popular with users, despite initial misgivings. Register now on 0845 263 8153 to get a membership number.
2. Hedge planting has been completed for this year and it is good to see the new green shoots appearing in the plastic cylinders.
3. Mr Fixit is actively working to keep the village tidy. If any residents are aware of any tasks which have not been done and are within his remit, they should contact our parish clerk on 01780 740704 or robinjamesmorrison@hotmail.com, who will pass on requests.
4. Southey Woods car park has been open throughout the school holidays, not just at weekends, and the Woods have been a popular destination for family walks. The Easter Egg Hunt on March 28th was a great success.
5. The Bluebell Walk on Sunday April 25th will start at 2pm at Southey Woods car park. The route will be partly in Castor Hanglands, so is quite different from last year`s walk. It may be a bit early for some of the bluebells but there are masses of other spring flowers.
6. One more oak bench has been allocated to Ufford and will be erected on the footpath at the south east corner of Ufford Oaks, with a view across the fields to Walcot.
7. Our green recycling bins had a sticker attached informing us that glass bottles were not accepted. This contradicted the previous instructions from PCC and we understand that it was not correct. Glass can be put into the green bin. The parish clerk is investigating.
8. The next meeting of UPC will be on Tuesday May 11th. It will be preceded by the Annual Parish meeting, which starts at 7pm at Ufford Village Hall. This is your chance to hear what we have been doing and to air your views.

Southorpe Parish Council
The Parish Council met on 15 March, all serving Councillors were present.
Following a recent resignation, there is still a vacancy for a fifth Councillor; it was decided that a leaflet should be delivered to each household seeking a new member.
Highways – Traffic calming progress update: The chairman reported that he had met with Peter Tebbs, Traffic Management Group Manager PCC in the village to discuss possible traffic calming measures.
Mr Tebbs had now offered to install further road markings and to reinstate the red bands on the carriageway at the entrances to the village. He had also stated that he would be unable to fund vehicle activated signs (VASs); they would need to be powered by wind or solar power so would cost in the region of £5000 each and would be vulnerable to theft and vandalism.
He had also expressed significant concerns about the long term benefit of VASs and stated that, in his experience, any influence on driver behaviour was limited and lasted only 2-3 months. He had also advised that in order to install humps or chicanes a system of street lighting would be required, this would add significant cost to the high cost of the features themselves. In addition, the need to accommodate farm vehicles and buses would render them largely ineffective regarding the speed of cars, therefore this is something PCC cannot undertake.
A lengthy discussion was held following the Chairman’s report on his meeting with Peter Tebbs and consideration of the written confirmation of Mr Tebbs’ advice.
It was decided that the offer of reinstatement of the red markings should be accepted but that roadside lines were not acceptable. It was felt that rumble strips on the northbound approach to the village could also potentially be effective and the Chairman was to look into the possibility of these being installed by PCC.
A vote was taken on whether to continue to pursue the funding of VASs: For 1, Against 3. It was agreed that Peter Tebbs should be asked to monitor the effect of improved road markings on traffic speed in the village and compare the result with a comparable village that had adopted VASs, the matter could then be reconsidered based on these findings in the future.
Environmental Grants 2009-10 – update on pond proposal: Jack Robinson reported that an inspection of the proposed site had been undertaken by the Walcot Estate and he was awaiting further information from them. The pond would need to be at least 6m from the site of the Roman Road.
Oak Benches: Six more oak benches had been purchased for the Ward, one for each Parish. The Chairman had been asked by Judith Morrice to advise on a location for the Southorpe bench. It was agreed that it should be positioned at the southern end of Main Street near to the entrance to the bridleway.
Barnack pre-school fund raising: Jack Robinson had been asked if the Parish Council would be willing to contribute to the fund raising appeal for a replacement building. After discussion it was agreed that, as the pre-school benefits residents in the village, a £100 donation would be given. It was also agreed that further funds from the Parish Council could be made available if there was an environmental project associated with the new building.
Bus Service Review: A team from PCC would be visiting the village on 24 March to explain to residents the new Call Connect bus service. This would replace the Local Link 402 service with effect from 1 April 2010. The new service would operate in response to pre-booked requests from Monday to Saturday 7.00am to 7.00pm.

i Bridge House -10/00156/FUL. Replacement of boundary hedge with stone wall. No objections.
ii. Stud Farm – 08/1257FU & 09/00115/CONL. Demolition of farm buildings and construction of two new 4-bed dwellings. Permission granted subject to conditions.
iii. Farrendon – 09/01252/CTR. Fell two eucalyptus trees. Granted.

Barnack & Pilsgate Parish Council
The parish council meeting was held on Monday 12 April 2010 and was attended by Mrs J Woollard (Chairman), Mr E Barker, Mrs S Berrill, Mr H Brassey, Dr I Burrows, Mrs D Dolby, Mr D Roxburgh, PC N McCallum, 2 members of the public and Mrs R McCallum (Parish Clerk).
The Call Connect bus team visited Barnack in March, and a number of residents visited to inspect the bus and discuss the new service. The suggested name of ‘Paynes Field’ for the Uffington Road development site has been forwarded to Peterborough City Council for their approval, as all previous suggestions have been refused.
As no response has been received from Peterborough City Council regarding to the long list of street repairs required throughout Barnack and Pilsgate Agency a further letter will be sent together with a request for the pot hole outside the Village Hall. A letter will be sent asking for the urgent spraying of the ivy on Whitman Close/Walcot Road wall.
The Head of Planning, Simon Machen, will attend the June meeting to discuss the roll of Parish Councils in the Planning Application process. Comments have been returned to Peterborough City Council regarding the plans received for the building site in Puddingbag Lane Pilsgate. The next Neighbourhood Council meeting will be held on Wednesday 21 April 2010 at 7.00 pm at Arthur Mellows Village College.
A village resident has e-mailed a complaint concerning the state of the Hills and Holes. A local family have recently voluntarily cleared a lot of rubbish and mess up, but it was felt that walkers and dog owners must be responsible for clearing up their own litter.
Dig owners are requested not to hang dog pooh bags on the fence but to put them in the bins provided at all the entrances.
The request for the A1 slip road to Green Drift be lengthened and widened will be resumed after a recent near collision at this junction. David Wilson Homes are anxious to start work on the development of the site in Uffington Road, they are complying with all the requirements of Peterborough City Council but the requirements for the lizard, set out by Peterborough City Council, are so lengthy that this is taking some time.
The 106 money for the village Sports Pavilion will be paid out as soon as development starts, but until this money is received the Sports Pavilion cannot be built. Despite a number of requests to Peterborough City Council for help they have refused any assistance. The parish council will continue to move this development forward.
PC McCallum reported that there were 10 crimes for the Barnack Ward in March, only 1 of which was reported for Barnack and Pilsgate villages. The next Police Liaison Meeting will be held on Wednesday 12 May 2010 at Glinton.
There was a report that lorries are continuing to travel through the weight limit area, which will be monitored. The Fix-It-Van will be asked to pick up litter round the Mill Road, along the top road and down the Wittering Road.
From the open forum residents raised queries concerning the trees which have been planted on the verge in Canon Drive, the drains and culverts in Jacks Haws Lane which have still not been cleared and vehicles in Orchard Road.
